@HalleyPercy  What antivirus do you use?  What UAC (user account control) level are you using on your computer, and if it's at the highest setting, does it help to turn it down one notch?  I am absolutely not recommending disabling UAC altogether, even as a test, but your system should still be secure at one level down from the most restrictive.

Please also check whether Sims 4 is set to run with admin permissions.  Right-click TS4_x64.exe or its desktop shortcut, select Properties > Compatibility, and let me know the box to "Run as administrator" is checked or not.
