Sure, for lvl 1-100 it may not be as useful since you don't get any more free packs after you hit 100.  But, I'd imagine as the game progresses, they'll enable free apex packs for higher levels and you'll have a great start having filled your inventory with lower level cosmetic items to allow you better chances of unlocking higher tier loot.
