I have the same problem. I got the promotional message on my PS4 so I bought the Premium Battle Pass for 1000 BFC, however I never got the 20-tier upgrade. I feel cheated out of $10 as those 20 extra tiers were primarily the reason I purchased the upgrade.
That's why I posted here, because it is not mentioned in the store, this is really misleading and frustrating, as with the tier skip included I would definetely buy it. There has been a rather similar issue with the Ultimate bundle, and the official response was that it was not mentioned in the store, so why would it include it. I don't understand the promo message then, as there is no discount clearly.

Thank you for your reply and attention to this matter. I only play on PS4 and I have premium now because I specifically saw the promotional message saying that you’ll get 20 tiers for 1000 BFC.
I play exclusively on PC. I did not buy the Premium Battle Pass, as in the store the offer was not mentioned. I would buy the battle pass for 1000 bfc if the 20 tier skips were included, as advertised.
I received this promotion on Xbox Series X when booting up the game on Wednesday. I interacted with the promo and it sent me to the battle pass screen. I spent the 1000BFC and never received the 20 tier progression.
Can we maybe get a reply before the season ends? I would still be willing to buy the Premium Battle Pass, if it included the 20 tier skips.
As I see the 20 tier skips have been removed from the offer, so I guess this is it.
