Directx function "device 2 ->CreatePipelineState E_OUTOFMEMORY

Downloaded game before Christmas 2024 and played for 64 hours. Last time played was new years eve until new years day. The next time I tried to play I got the message  Directx function "device 2 ->CreatePipelineState E_OUTOFMEMORY just before it can load a map. I have tried every fix I can find and nothing helps. I am running intel i9 - 14900K, Pro Z790-P mother, 32GB ram, RTX4090. All at stock speeds. Turned down graphics, Ran DDU and reinstalled newest graphics driver (still crashed), installed 3 different previous graphics drivers (still crashes), removed and reseated graphics card, removed and reseated memory sticks, removed one at a time memory sticks to test them separately (crashed), reinstalled windows, updated all drivers, Updated BIOS, turned off resizable bar in BIOS, ran bf2042 on my old computer and it runs fine (besides lag), removed video card (GTX970) from old computer, installed in new one and it still crashes saying E_OUTOFMEMORY, could not try new graphics card in old computer (does not have enough power). New update 6.3.0 for bf2042 out today and still crashes. After all the research I have done this crash seems to be happening to high end computers. I really would like to get this game working again if someone could please help me.
