@xoxidine  Just to clarify, there's no way for you to transfer your Sims 4 content to your child's account.  You might be able to convince a support rep to do it for you, but there's no guarantee.

You also don't need to buy EA Play for your daughter's account; this has nothing to do with whether you're able to transfer Sims 4 to her account or buy new expansions there.  I'm actually not sure whether child accounts are eligible for EA Play subscriptions, but they cannot buy games directly from Origin; you'd need to buy the content from a physical or digital store that provided a product code, which you'd then register in that account's game library.  Teen accounts can buy directly from Origin but have a monthly spending limit, which you can adjust through the linked adult account.

It sounds like you need to contact support regardless to find out why your and your child's account are not linked.  If the support rep you talk to won't transfer your Sims 4 content, your best bet is to wait for a sale—there may be one for Black Friday—and repurchase the Sims 4 base game, that is if your child has a "teen" and not a "child" account.
