Steps:

1) Delete the game.
2) Re-install it.
3) Start the game.
4) Close the game.
5) Change the language in Steam settings.
The download should start.
6) Start the game again.
7) Close the game and change it back to your preferred language.

Did not work and I'm on steam. no update and re-installed game too. so please unmark this as resolved. 

I'm on trial version tho. 2 hours left.

Does it resolve if I purchase it via EA PLAY PRO or the game itself?

why tf does the title say "resolved" if the problem has existed since the beginning of early access until now?

I am still having this issue with the game. It is absolutely unbelievable this is happening on release they should fix as soon as possible.
