Well with most of the jobs the locations are already there. For example: the science facility also has the Ghost Hunting profession (which if you have patch 1.39 is a little buggered up). The doctor's career has certain new perks which are accessed by going through the normal stages of being in the medical profession.
If you're talking about being a stylist/firefighter, that kind of thing, and you've started a new save in Twinbrook the locations are obviously already there. However if you want to be able to access them in one of your old saves and the option to place the locations doesn't come up; merely go to Edit Town and place them in yourself. You can find them in the community lots section. (I can't remember what it's called.)
