Is that the only sim in your household or are there more sims? If there are more sims them have one of the other sims in the household go on the phone and select 'Move', then select only the sim who is a singer to move and chose 'kick out to a valid lot' (it should say something like that, don't remember the exact words) this means that the other sims on the household will be the active family. Select 'save as'  to save your game, give it a different name of the game you're currently playing so that you can differentiate them, quit the game, just exit don't save again, load this last save again, get the singer sim back into the household again. After this see if they can perform gigs. 

If the singer sim is the only one in the household, move to another town, chose a random lot to move in to, select 'save as'  to save your game, give it a different name of the game you're currently playing so that you can differentiate them, quit the game, just exit don't save again, load this last save again and if you want to then move back to starlight shores, see if the singer can perform gigs again.
