Here is the DxDiag report. I would like to know as soon as possible, how to keep my game from lagging as much as it does. Thank you.

@Seawlovr Please post your computer's motherboard model. How many programs are you running at the same time as the game? The game creates and processes some large files and if you run tight on free space on your system device the operating system will not push ram out to virtual memory and this will cause performance issue. How do you have the game installed - did you install the game to the 500GB drive? Unless you really really know the Windows operating system I would NEVER sell a gaming computer with less then 500Gb of system storage. If you are installing the game to the data drive this could cause performance issues. The Sims 3 game is a 32 bit program and will run like a 32 bit program. You need to post any changes to a typical installation.
I only run the Sims 3 by itself, no other programs. I have the game installed to my SSD drive.

@Seawlovr Really? There is zero, nada, zilch programs running in the back ground?
In the meantime, you could try-
lowering the gfx to min
cap the fps to 60, either thu the vhidja card control panel or download a utility form the card manufacture
check dep is enabled
verify the game cache [steam] check files [origin]
defrag/trim ssd
Depending in how the game is installed, roll it back to base game without mods/cc then re install individual ep/dlc and check after each install
Thru task manager set the CPU affinity to only utilize two cores
Check windows has the latest Microsoft updates
Check for recent mobo, video, sound drivers
You could try temp over clock the gfx card/cpu/ram [web search for tools] 🕹️
