To be more precise, it seems the problem comes from some specific USB devices and not the number of devices connected, at least in my case. I've a DD1 with pedals, shifter and handbrake connected to the base, 3 Virpil devices and some additional CSL Elite pedals. If the CSL Elite pedals are connected, the framerate is capped to 83 fps, even if all Virpil devices are disconnected. If everything is connected but the CSL Elite pedals, no fps cap.
I have the same issue with Fanatec CSL DD and Fanatec CSL Elite Pedals v2.
Same issue, Fanatec CSL Pedals w/ Load Cell Brake kit will cap the fps to a 60% of the maximum, on average. stable 64fps hard cap to 95+ by unplugging them
Can confirm the same issue here where it's the Fanatec pedals causing fps limit:
with my Fanatec CS V3 pedals connected to my Windows 10 PC my fps is limited to 81fps while driving, but as soon as i unplug it my fps goes up to whatever it can freely reach. Only the V3 pedals cause this fps drop/limiting, any other connection combination of my various controllers has no effect on fps.
Same problem with csl elite v1 loadcell usb. If i connect them through rj12 in the wheel base its ok.
Bumping to state that this solely was the issue for me. Unfortunately I have a separate wheel base so I can't connect via RJ12, so to fix this for people who use multiple different pedals and wheels together would be really nice.

Even after the latest update I am getting this issue as well.
