I think this has to do more with the matchmaking and less with the players. Once you make it out of the "just downloaded the game" level of matchmaking, you are put into a lobby of people effectively skilled around a hypothetical silver tier all the way up to a hypothetical predator tier. I get pro players wanting to pub stomp, and I'm friends with a few people in Masters/Pred that enjoy doing dumb * in pubs and having fun. Sure, it's not that great for the average/higher skilled players, but it happens. However I don't think that these players are manipulating anything, they just know that the matchmaking has no way to differentiate between low/average/high skill tier players and god tier players so long as they both play at the same game frequency.
