You suggested:

A generic buff ultimate that doesn't make sense thematically for the character and would make him overpowered because 100 free shields + an octane speed buff? Why would he get an ultimate that gives him shields when he is a hacker? Why would he get a speed increase? Neither of these make sense for Crypto as a hacker. It would also give him an extra 100 free shield if you implemented the half ultimate consumption.
You suggested that they give Crypto an extra 100 shield buff in encounters, making him heluva lot more dangerous in active combat, with a faster like octanes tactical speed boost...... Ergo a more aggressive player buff that doesn't have anything to do with him being a hacker........ At least not in what would be a balanced logical sense.
I suggested his ult be usable on him when his drone is recalled. This is because he normally can't use his ultimate at all when its recalled. This was suggested for those moments Crypto gets surprised by an enemy and his ultimate is ready, allowing him to slow and damage enemies, giving him a bit of time to try and get away / gain some advantage in the encounter. This is something that attempts to encourage the enemy putting some distance between them and Crypto during the encounter. The effect would be weaker because its not supposed to be used offensively, but potentially could if you want that smaller degree of power for the same cost. This suggestion also already uses his existing ultimate for a different purpose, rather than give him a completely different ultimate.
I am trying to follow Respawns thematic design intent for the characters. I am also trying to suggest things, to varying degree's, that would already involve using what Crypto already has and does well. I completely understand what you suggested. I just don't think it fits...... Thematically or balance wise...... Quickly popping 2 free shield cells with an Octane speed boost in a short span of time, upto 2 times in a row, and make ultimate accelerants into extra shield cells that are popped on command when he triggers his Ult. This is what you suggested...... Which, bluntly put, sounds Broken as hell........
