Short answer: Because a casual mode matchmaking that sorts the best players in their own lobbies would kill the game.

Long answer: Lets say hypothetically, that they would sort Diamond4-to-predator skilled player in their own casual lobbies. First of all; their queueing time would theoretically be approximately 21 times longer than for the rest because there are approx. 21 times more less-than-Diamond skilled players if we assume that ranked distribution roughly corresponds to the skill distribution of the player wise.  This is just the theoretical waiting time; in realty am I fairly sure that these lobbies would never be complete since no one would want to wait this long and they would stop play entirely. 

Second of all: if one such lobby would finally be completed and a match could start, the match would literally be as a high diamond/master ranked game and IMPOSSIBLE to play casually. You would need to play only with a premade team and play super tryhard. In a lobby where everyone is super good, you die in an instant if you do one stupid movement out of cover, its as simple as that.

Bottom line is that this would kill the game for the good players and a game that does this is doomed to fail.

    Sure, it won't be as good for the top 1%, but there's the 99% that it just totally ruins the game for. Cater to the 1%, every top tier gamer you keep you lose many times casual and normal gamers.

    I think any game that wants to be taken seriously as a competitive game with a pro scene would be in serious trouble if they force away the good players, i.e those who invest time and effort into the game.   And where do we draw the lines? In a hypothetical scenario when the 5% diamonds, masters and Predators are removed from the queue, then Platinums would reign without contest etc etc. Remove the platinums to the Diamond/master/pred queue and they would be in a much worse situation than how it is currently because EVERYONE else are in their lobby would be either equal or better etc etc. You see the dilemma? 

    I dont think casual mode is good, frankly I think its on the verge of trolling by Respawn to allow 2-stack duos sometimes even full premade trios, of Predator skilled players to play vs squads of low-to-mid skilled randoms. Every time I group up with my expred friend (I am exmaster) and play casual trios with one random, we steam roll pretty hard. But apart from this, I think you are quite far away from the truth when you say that they "cater to the top 1%". Most casual lobbies you join as a solo has maybe 1-4 master/preds, 10ish Diamonds and the rest plats and below etc. And I am 100% sure that the SBMM also sort out the very very worst players, even over lvl 10. My IRL friend is literally struggling in Bronze, 0.2 K/D and he is lvl 80 now and is clearly playing in another solo matchmaking than me.

    In the "perfect" world, then Ranked would be the game mode where you could play against actually equally skilled players. But Respawns ranked system is so flawed with all the smurfs, soft resets and "snakes" i.e players who climb the ranks by just avoiding fight, leaving them with silver fighting skills in Platinum lobbies etc
