Since the game has finished its maintenance, and you are still unable to log into the game, please run a repair on the game and try it out again.
If it persists, you may want to uninstall it which we know isn't fun and can take time, but we need to see if this helps get past this message.

I still cant download it. I am preparing every time.
I found a new fix on reddit that have seemed to fix other people's issues with this.
open up task manager
scroll to ea background services
go to the security tab and click on your profile
goto permissions and select full control and click apply
now restart ea app and see if that fixes your problem
