I'm pretty sure this is only an issue for people playing with controllers instead of mouse & keyboard. If you're on PC, that means you're using a mod to enable the use of a controller with the game. If that's the case, I highly recommend asking the mod creator (if it's on NexusMods, just post in the mods comments unless there are instructions for alternate contact methods in the description) about this, as they are the ones who know what code they used, etc. It will likely require you to make some changes to your coalesced.bin using an editor like this one, if you do so please make a backup of the file first, you can mess up your game if you don't know what you're doing.
If you're on console (this seems to have been a much complained about issue for console players), as far as I'm aware you can't make edits to the code of the game, so you're likely stuck with it, sorry.

first of all who ever said i use a controller i don't use a controller second anything that is programed can be reprogrammed using tools like notepad++ to edit the code i have already started diving into the code but there are to many lines to search so I'm hoping that someone knows were the code is

I use ME3Tweaks to use Nexus mods.
If the OP uses this one...it's in the Mod Utils tab. Then open the drop down menu in variants. Disable controller vibration and Aim Assist are the only two variants that I know of.

Aim assist on mouse and keyboard?

And for the record...go through the coalesced file. Find "AimAssist=True" and change it to false. It's a small novel. Will take some reading to find it.
Be very careful with Notepad. It automatically reformats a page for easier reading and when you make that simple change to False...it saves the page in the new format and breaks the game permanently.
You need to use a mod manager...not just some Windows free program.

The Aim Assist is by default deactivated in the ME3 PC version.
You also can't edit the "Coalesced.bin" of ME3 with an editor, not with the Windows Editor and also not with Notepad++ if you don't convert the Coalesced.bin to a JSON file before.
Doing that just for the Aim Assist makes no sense because it's much easier to Edit the "Coalesced.bin" with one of the tools created exactly for that purpose.
@mckrackin5324 already told you the solution in case that your Aim Assist should be activated. (What I highly doubt.) If you actually would have read his post, you would know what to do.
