I think I have heard of this one other time....It should be just after he says he is a biotic, and tells you to let him know when you want him to hit them with the good stuff or something like that.  IIRC, a verification of install files and a restart of the game fixed it....Just make sure you are opening the same wheel icon to use teammates powers..maybe check button use in options just in case.  This has not been a common issue, so hey, you are just lucky.....🙌

    Thanks! I ended up updating my ps4 then I was able to pull up the wheel for the pull with L1 not R1 as the system prompts. It didn’t work before my system updated. Thank you! I hope my fix helps someone else too
