Dying and reloading fixed the issue. But when I got to the next stage of the level it happened again. Reloading without dying didn't seem to do anything. He'd just stand in place firing in the direction of an enemy even if they weren't in line of sight. Still could use all his abilities even on different floors during the Thorian fight.

Ah ok, I've definitely seen squad members firing towards enemies they can't quite see in some cases.
Was Garrus just not moving on his own, or was he also not responding to manual movement commands on your end? Were you able to order him to move to a specific spot or to form up on your location? No, when he was stuck he'd ignore me trying to send him to a location and any call to group up. It didn't look like was trying to move either, he'd just stand in place until the next cutscene where he'd spawn next to me and then be stuck again. Which happened after reloading as well.

What platform are you playing on? Have you tried repairing the installation at all? PC, for the most part I don't see the need. It's only happened on Feros. No other time or mission has a squadmate got stuck in place like that. Just took Garrus on a side mission and he behaved normally, following me around, responding to orders and fighting properly. Just seemed to be on Feros.
There's at least one quest on Feros where the squad will usually get stuck like that (I would have thought it would be both of them).
A quick-save and load should usually fix it, though. It's probably just some broken trigger or script (it was like that in the original as well IIRC).
They do seem to get hung up a bit more in the remaster, but that's not the same thing (they just get stuck on people or behind some placeable and run in place until you get far enough away for them to teleport).
The quest to kill the Big Verran in the tunnels on Feros always breaks AI for my characters until a reload. It seems to have something to do with the cutscene when you step through the doorway to fight the Verran.
