I am using mods/cc. I’ll try to remove them and see if that works. 

@crinrict it was a cc/mod issue. Now to find which piece out of over 1,000 pieces is actually causing it. 😬

I'm having the same problem did you ever figure out which specific mod caused it?

If you're using the  "Required Degree for promotion" mod by Zero then your sim needs a biology degree to unlock the interaction, it's not a bug but I didn't know that when I noticed that issue.
