This often happens when you choose a sim that your sim does not know well. The game sends him immediately to another place, and your sim stands and waits for this interaction to expire, which can take quite a long time. If you want to speed it up, reset your sim.

This also happens if the pool is in your lot and this sim was not invited. He will not enter the area without an invitation. I know that this interaction is available to sims who are near your home but it doesn't work. It works only on public lots.
