You're going to want to remove all your mods and CC and then delete the localthumbcache.package file, then see if a new game loads townies.
If you're talking about an old game save, then it's possible you were playing with the aging bug present (basegame bug not a mods bug) which you have to do a workaround to avoid - set your lifespan to NORMAL. If you don't use a normal lifespan every time you go into CAS or transition scene, your entire game full of sims receive an age up! I am not kidding. Age them up enough and POOF! they are all now permanently gone because they all died. If you saved the game six times in that state while all that was going on, your whole backup saves for that savegame will be borked. AKA nothing can fix it.
So if that turns out to be the issue check for older saves with lifespan set to normal.
Come back here if you still need more info on finding older saves (if issue is about the lifespan bug) or if simply removing mods and localthumbcache.package file on a new save isn't the golden magical fix for making sims spawn in a new game.
