All these Legends fight defensively (I try to use Rampart offensively) but how would you change them? Keep in mind they have to remain competitive and most randoms favor a rush down style.
@Truzen_Hilpom I was confused when your reply disappeared and it cancelled my own. Taking away offensive abilities and making the defensive part of their kit could be balanced but would probably fail.
Wattson is your ideal version of a defensive legend. Great at fortifying a location but no abilities based around attacking. She's considered top tier in competitive/pro game but trash on random teams.
Everyone favors an aggressive style of play and often ignores the setup of Caustic/Rampart/Wattson to push an opposing team. Such changes are unnecessary and run the risk of killing the character even if they're balanced/competitive on paper.

And that's why random players don't pick Rampart and Watson, but pick a lot of Gibraltar and Caustic. At least on gold IV on São Paulo server. People are picking defense charecters to attack. This prevents the charecter from being killed on the random players level but will kill the entire role if it keep going like this.Holding positiion doesn't mean to stop rushing. It's just to follow the teammates' rush to avoid being pushed back. I don't think this is bad and there's no need for a poison granade to do this task.
