Accept friend requests

So I was trying to play with my friend who is on PS4 (I'm on PC), but when he sent me a friend request, nothing showed up. I checked to see if I had friend requests off, which I did not. I tried looking up his username to see if I could send him a request, but it said there were no people with that username. Can someone please help me with this?
