Add time penalty/quarantine to players leaving early in PUBS

Players leaving early in PUBS is a growing issue that needs to be addressed! The amount of games I've played where i got to the point where i can resurrect a single player or the team just to realize...

I report quitters.
There have been many times where my team gets obliterated early on, and I bring them back, and we make top 3. A few times we even made champion. One time I made solo champion because my allies abandoned me and the enemies were stuck on the other side of the cliff in final ring and ended up getting scorched.

@Zulkiers "That one time" isn't good enough for me. I get brain dead teammates &/or ridiculously good enemies (cheats, smurfs, 3 stacks, etc.) over 90% of the time, so I'm quitting all lost causes. I'll get the death against my KDR either way.

You can report quitters because it allows you to, but I seriously doubt Respawn would ever ban somebody for that. Reporting them makes you feel good but does nothing to change anything.

    @HappyHourSumwur Actually, I've gotten many emails in response to my reports.
    I have over 35 sitting in archive saying "action was taken"

        @HappyHourSumwur I also have plenty others saying they took no action. Over a hundred.
