The security team is always working on solutions, though so are the cheat developers, it's just an everlasting game of cat and mouse.
I have no idea of how they are handling things internally, but I do agree that some more stuff needs to be done as the amount of cheaters is growing constantly.
I suppose them lowering the ranked level requirement also played a part in this, maybe reverting that could already help a decent chunk in getting rid of cheaters in ranked.
As for a Region Lock, this would not solve any issues with cheaters, just contain them to their own specific regions (Which could be bypassed), potentially making the issue more concentrated in specific areas, so that's not really a solution.
And well, IP Bans are being issued to cheating bans as far I'm aware, but keep in mind that these aren't as effective anymore with dynamic IP addresses being used nowadays.
They do issue HWID bans as well if I'm correct, but then again, for every measure put in place, there is a way around.
Real name registration? Well, how would this be verified?
Anyone could use a name, so to confirm this you would need a method to verify it per gov, would be hard to implement and possibly inefficient.
And kernel level anti-cheats aren't really going to magically solve cheating, there still need to be proper detection methods implemented.
Frankly it's overkill, it gives too much access and you can still detect cheaters just fine without it.
I get why players feel like they aren't doing anything, because the only results we see is either cheaters or no cheaters.
Even if the amount of cheaters compared to the playerbase is extremely small, it will go noticed and it feels as if nothing is done.
But the truth is, they do a lot here and there but it's not like they can announce it, security through obscurity is quite effective after all.
Again, hard agree that they probably should step up their game, but it's not fair to say that they haven't been doing anything at all.
Also no need to worry about the art department influencing the security team, they don't really affect each others, so in-game recolors won't say anything about the efforts of the security team.
If all of them sharing the same resources and budget, of course their efforts will affected by other teams or project priority.
Not to mention they used almost 4 seasons to notice "Controller Script" issue when the pros and normal players are crying every day already and finally fixed it in recent month.
They are doing nothing? No, but almost like doing nothing.
