I can definitely understand wanting to get an heirloom on a character you actually play, however I'm afraid we are not able to exchange heirlooms for shards or a different heirloom.
That wouldn't be too fair to everyone else in a similar position if we were just did this for a couple individuals here and there. Without an option in-game that everyone can make use of equally, this isn't something we'd be able to grant, sorry. I'm not aware of any plans for such a system at this time, but we'll certainly pass along the feedback. Thanks!
