For example : If you eye catch an enemy you get 20% movement speed for 10 sec.

I agree, tactical and ult should change.
I suggest this:
Tactical - leave it as scan, but make it invisible for enemies. The sound stays the same. (enemies can hear faintly scaning, but don't know from where)
Ultimate - leave it as it is, just remove the roar scream and decrease her footsteps, sliding, reloading,... volume by 50-75%. (not shooting)
IMHO: This could be the thing she needs - as a tracker, silent hunter... ;-)
