It is absolutely not true that the only way to detect a cheater is to attach a video clip.
But it's accurate to say there's little chance of much being done about a specific cheater unless you do that when you report an account. I certainly wouldn't bank on anything being done, but game companies don't really like to deal with cheaters unless they feel like they are costing them money. Some people who cheat are also dropping money on the game, keep that in mind. Yes, over time, a game with lots of cheaters is going to get abandoned, but honestly, money in video game world is a short term horizon thing.
Anyway, you could turn your voluntary career into attaching video clips. Game companies know it's more work for users to have to attach clips so it's an easy bar for them to just require it, even though often they could find cheaters on their own.
The exceptions are the ban waves, and the ban waves, again, are based on money. It's easier for a game company to do something system wide as well, than pick off every single individual offender, or spend time investigating them.
Your best answer, tbh, is to play on console. People poo -poo consoles but you have to make your choices and consoles aren't free of cheaters, but they have far less than PC games do.
