On Xbox you can report through a report button. It brings you to the Xbox profile of the user. I am not sure how active they ban based on that...
Yeah the games on PS4 and Xbox one that don't require a secured vendor login are and do have cheats available.
Aimbot ESP just like on PC...
As for calling the XIM Cheating no it's not using a controller on a FPS game that is magnetically attacted to the enemy player should be considered cheating aiming for yourself is not cheating..
