Not sure, but isn't console considered not "hackable"? I was under the impression that virtualization would prevent 3rd party applications to run along a game.
Generally speaking the cheats you are mentioning are software that run along the game and gain access to data in a way that cannot be done on console.
Besides being wrong to cheat in general, I think that the site you mentioned is scamming people.
They are preying on the uninformed --i.e. cheating the wannabe cheater!
