Circle damage increase feedback thread UPDATED June14.

UPDATE    We've adjusted circle damage in Elite Queue. After letting the original change marinate for a couple days we agree with the feedback that the first circle damage is a bit too aggressive...

@EA_David It needs to be like a 5 tick so it’s easier for people stuck in the storm to survive
