Console/ Controller weapon swap+healing is broken

This has happened to me numerous times already and not sure if anyone else has posted anything bout it.

                  So I go to heal up mid-fight (Batt, syringe, Med...etc) and after getting it off there's a noticeable 3-5 second delay after healing that you can't pull your weapon out or swap to your secondary weapon. On controller its bound to 1 button. And if you spam it because you want to bust out a gun afterward the game sometimes takes ALL THOSE SPAM INPUTS registers them all at once and makes it even longer to take out a weapon. Also happens sometimes when I run out of the clip on my primary and go to quick swap to my secondary gun, im left there just staring at an enemy shooting me in the face cuz the game is frozen and I cant fire -_-
