Controller and Recon legends animations

Explain to me....why. a recon legend can instantly scan a survey beacon, but a controller legend has to suffer the full duration of a ring console animation?  If you want to eliminate control legends from the game just do it!   Delete them.  You've given all the other legends in the game the advantages, just delete control legends and be done with them.
