At this point I would say - never. Seems like they have maybe 1 shot left at this issue - Zeus in his latest video about hacking showed some tweet? where Respawn dev is testing all the popular hardware hacks. Maybe next season they will come up with some sort of solution.

I have this split switched to play in NA servers, still instead of EMEA <100 level obvious hackers I get more concealed ones and Preds that are as legit as hackers 99% of a time - just yesterday played vs ~109? current one, player did nothing like 3+5 with 10+ participation and sub 1000 damage while some gaming chair D1 was carrying that team (third was #613 Pred) with 3k damage and 10+ kills. -> reported -> 0 views on youtube, still playing.

I guess these days you just pick your poison and accept the fact that you will most likely be killed by someone with wh, softbot or worse.
