I haven't witnessed proof of it for firearms, but I am 100% certain that a punch stops you from running away. I'd punch people trying to run away and they were suddenly slowed down and I was on the receiving end as well where a melee attack stopped me from sprinting.
I think there is a stun mechanic built in to some skills
