Yeah this happens to me a lot. I'm not sure if its because the audio sometimes lags or cuts out but it does seem bugged. Sometimes i think its easier to hear footsteps from 20 feet away then 8 feet.
Different experience for me. Footsteps and gunfire seem very directionally accurate. Footsteps are a little muffled I agree, though. Xbox.
