Movement speed is the same for all characters. Their heights and animation speeds just make them feel weightier.
Every character runs at the same speeds with and without weapons holstered.

Well they need to speed him up then cause the old saying about you can't hit the broadside of a barn , if you have bad aim.....
Well Gibraltar is larger then a barn you can't miss!
