How can the dome be used against him? Because you can hop in and out? In the same manner wraith's portal, pathfinder's zip line and bangalore's smoke can be used against them. Furthermore, you don't "easily" aim for the head, unless you are a very skilled player.

We are obviously talking about skilled players here or else balance does not really matter. It might be that for some casual gamers Gibraltar is overpowered, but you can't balance a game purely for the lesser experienced players.
Yes, other Legends can have their abilities used against them too, but the others are already so good it just keeps them from being imbalanced.
However,you can still do a lot of damage with Gibraltar, the abilities in this game are not THAT powerful, it will just be a bit harder to win consistently using Gibraltar and Caustic instead of the other Legends after you've learned the game properly. I'm sure they will be buffed soon though so you might as well keep playing them if you enjoy them.
Would like to hear you arguments for e.g. Mirage being betther than Gibraltar , because he seems rather useless to me. His passive is useless and his ultimate is useless, his tactical can be a spot on distraction, but that's it.
Mirage is probably third worst, but he beats Gibraltar because of his speed and smaller hitbox. You can use Mirage's Ulti for both offence and defense by flanking or escaping while invisible and faster. His decoy is nice to send around corners to give you the upper hand in a close gunfight or lure people to give way their position. I agree that they need to make his passive better in order to get him up to speed with the top legends.
@ZeptikkHueSpeed has been debunked, hasn't it? Every Legends moves equally fast, what remains, larger hit box, but better abilities.

After you are done dealing with his ult, he's almost a free kill. Mirage is anything but useless. His abilities favor super aggressive gameplay with double smg or double shotgun. You send dedoy out while you also run with no weapon equiped, that makes you look exactly like the decoy. Most people use decoy then try to flank with their main weapon out and stand out fromt he decoy from 30 miles away. You send decoy flank down one player, use nade where you stand, use ult move out of position while invisible, reposition to cover, fill health and shields, use another decoy flank again down another player.
You just have to paly aggressive to get the best out of the character.
He is super usefull. I would argue he is a lot better paired with even bad teamates than Wraith is.
