On the flipside, if your squad hasn't been wiped, and you're fighting a team you would find the battle incredibly drawn out as both sides would be quickly repositioning and healing themselves. This would drastically increase the likelihood of you being third partied and the chance of being wiped increases in that respect.
I think the balance with heals is fine as it is personally.

I'm fairly sure full movement speed while healing would be a bad idea, however I'm not opposed to syringes being quicker to use.
Atm they're of little use either in or out of combat.
Bring their hp/s healing speed into parity with medkits (or at the very least, shield cells) so they're a viable alternative to medkits (sacrificing inventory capacity for healing flexibility)
Most games you end up with piles of the things in every single death box.
