I think octane is an aggressive legend, that mostly players use because it takes high risk for a push or third party.. His stim makes him faster than anyone else. He reach the fight faster, now if two squads are fighting and suddenly octane came to third party them and being octane as my main, octane is mostly successful in killing some of them. When they realise they are having a third party, they fire back. Now here is main thing, octane when enter fight was in full shield and health, he has 80% chance to kill those who were fighting each other and was injured. Now if somehow they fire back to octane, having a full shield is still the benefit octane have.. As far your buff idea, octane will make third parties ridiculous because after knocking 2 of them octane must get some damage, so he then run away in a fireball and takes no damage during air.. He land on a safe place, recharge his shield and push back. This will be the most annoying third parties he will then do..
Using his ultimate for defence would then work similarly to how Wraith's tactical works, but he would not be able to do it as often because of the longer cooldown. He does not have to be invincible like wraith either as fireballs could have 50% damage reduction or something.
Point is, Octane is useless in Ranked. Why do you think pros never chose him?
If anyone have any better ideas for making Octane a team player then please let me know, but chances are you don't, because this idea is perfect, it's just a matter of balance tweaking it after play testing.
