I opened 500 apex packs but still no heirlooms

There are 3rd party sites that can give you a rough idea of where you are in the countdown to your heirloom, like the one below.

The new level cap in Apex Legends is effectively 2000.
You can loop through levels 1-500 4 times.

The total number of packs you can now earn, through leveling up to 2000, is 544 packs. That is a guaranteed heirloom.

Adding onto that, it's important to keep in mind that your total packs opened might have changed since the release of cross progression.

If you had multiple accounts linked to your EA account (e.g. Xbox, PC, PSN, Switch) then it'll take the pack count of the platform account that was the highest at that moment in time.

Which would look something like this:

Before Cross progression

Xbox (Level 300) <-- Will be selected due to this account having the highest level

30 packs opened

PC (Level 120)

370 packs opened

After Cross progression

Merged account (Level 300)

30 Packs opened

So this means these packs won't combine from all the platform accounts, but rather only the ones opened from the highest level account.

Of course there's no need to worry about this if you've only opened packs on the same platform, though otherwise it's something that might be nice to know.
