I like the idea in principle. Bottom line is that if you manage to get 10-15 kills at your current rank, you obviously are too good and should be fast-promoted to a more suitable rank asap. The only "problem" I see with this is that the incentives to drop hot might increase, making ranked mode just like casual, i.e. only 4-5 squads left before the first round is over =). There must be a balance between the RP entry cost and the reward for kills so that people wont actually rank up faster by jumping hot 10 times where they die with 0 kills (which for instance would cost 120 RP in silver) just to get that good game the 11th time where they manage to frag away 15 kills/assists at drop and then also get a good placement (due to the lack of player left in the server because everyone is dropping hot) which make them go 300 RP plus or something, making them go 300-120 = 180 RP plus by playing like this. That would not be good for the game imo.
I think a better option would be something similar; League of legend has this system where you can get fast promoted several ranks if the game identifies you as too good for your current rank. Smurfing would not be so fun if you get promoted from Bronze4 to silver 4 after the first match where you ended up with 4k dmg and 15 kills =)
