The TOS team deal with this and they cannot be contacted directly by phone.
The best way to report a player is ingame.
If you didnt, then the webform is the next best thing to do, which is hopefully the start of a conversation with tos that would allow you to to the submit evidence. Hopefully you have a recording.
Fyi you should turn on "convert incomming chat to text". It would give a full record of what happens, as much evidence as possible is whats needed.
There is a zero tolerance in EA for what i believe you are referring to, thank you for not repeating it here, and contrary to what the player believes, they will get banned, hopefully permanently.
