Improve match making system

I really enjoy playing this game but the match making is totally unbalanced. I am currently a level 11 but I am getting matched with high level players. This makes the game difficult to get into and learn if you die within 30 seconds of playing. It also does not make the game fun for new and veteran players alike. I have several suggestions that would fix this problem. First match based on the rank of the player. Second, change the ranking/leveling system so it is based on the skill of the player. For example, if a player gets 15 kills and wins a match then their ranking goes up. If they don't get any kills and are eliminated quickly then their rank goes down. This would allow newer players to learn the game and as their skill increases, they would begin facing other players of similar skill.
