Increase the minimum level requirement for Ranked

@BowboyBeemboop I can assure you that once you get out of bronze rank you will stop getting paired up with extremely inexperienced players.

I'm in Gold 1 and still get matched with inexperienced and low level players. Some as low as level 20. Who still shoot their own downed team mates thinking they're enemies and can't hear the enemy running around to flank them.
