Knockdown and Revive shield are useless

@Zulkiers So if you have not noticed, each knockdown shortens your time before bleeding out. It is a way to punish the usage of knockdown shields because when it actually was working the knockdown shield was an effective tool of cover. Also some way of punishing players that constantly get downed. The timer increase upon respawn and mayber over time but that I have no confirmation on.

@drevinum9 Maybe I got knocked down once and almost timed out? Early in game? But then we make it to final 2 and my down timer's like 5 seconds instead of the normal long like I was expecting. Really hurts gameplay honestly.
Would love to see that regen like we can see NewCastle's Revive/Knockdown Shield regen.
Yes, his revive shield Drains his knockdown shield, and is weaker, break that then knock him down and he's defenseless. I hate when people do that to me.

@Zulkiers I don't see the problem here with the bleed out timer, it is per design and a good one. It really deters players from doing stupid engage and abusing the knockdown shield cover....

As far as it goes for the specific champion design of NewCastle who can res people that is not under cover and also move them to cover while also being protected, well that sounds good enough to me that if you down him his shield shouldn't get fully charged.... It would make him rather strong and hell to knockout if he also could revive team mates with no punishment.... really dude come on

  @drevinum9 That's not what I'm saying.
  I'm talking about how people can ignore the shield EVERY TIME.
  I hardly see anyone breaking my shield, every.
  They ALWAYS glitch through or around and ignore it completely, even though I block ALL their shots.
  That's my issue.
  I block their shots, they don't hurt my shield, they hurt me.
  
  As for the knockdown bleedout timer reduction, it doesn't work properly.
  It randomly does 9 second bleedout the FIRST time I get knocked down, second to last ring.
  Other times I can get knocked 8 times and same timer every time.
