I don't think this will ever happen.  It's a neat idea (I like it) but everyone and their dog would have an heirloom then (I have no problem with this by the way, but for the community it's the "exclusivity" of it that gives its appeal).  Many of us are well over level 500+ with no heirloom and with the amount of these legend tokens I would probably easily be able to get what I want (For several legends) right now.  There are so many players at this level without an heirloom it would break the exclusivity of it.

I also don't believe it's "easier" for new players to get one; zero evidence to support this.  The only reasoning I can find to justify this is the fact heirloom shards weren't a "thing" when many of us started so we had zero chance with many packs we've opened previously. 

It'll come when it comes.  I don't worry about it.

It, however, *would* be nice to be able to do *something* with these tokens as I have a ridiculous amount of them and they really have no value.  I get the impression they did not really think it through with what they wanted to do with these or just changed their mind.
