I think Paf and Gib are T1. Gibs aoe shield and his ult are really strong. Paf's mobility is strong and his zip-line is extremely useful for pushing or disengaging as well as getting to unreachable spots unreachable by teams without a Paf. I agree with your T3 choices tho.
