This is currently by design I'm afraid.
Once you unlink a platform account (like Steam) from your EA Account and link it to a new one, you cannot unlink it again for six months.
Although in origin platform it shows I have no connection with my initial steam account, when I tried to link it with my new steam account, it said my origin account was still linked to my initial steam account.

I removed the image because it contains personal account details that you will want to keep private for account security reasons.
We unfortunately are limited on the forums with what we can do for account related requests for security reasons. I must ask you to get in touch with our Support via these options below for further assistance. They will need to verify account ownership prior to making any changes, however based of what I'm able to gather right now it's likely you will not be able to link a new Steam account to the Origin account due to what I mentioned above.
