Low priority queue for leavers

People that intentionally leave games early when this is just because they've been knocked or not waiting 2 to see if the team response them should be put into a low priority queue for the next 24-hours meaning that they spend 5 to 10 minutes in the lobby waiting for the next match and this gets longer every time they quit
