Make hip fire actually viable

I have no troubles hip firing any gun other then the few. Infact a majority of all my close encounters are hip fire. It takes little more getting use to now but def works a lot streamers you can even watch all will hip fire in close range. It is very viable only difference now is like a real gun where you think your aimed at a target and you  hit beside it is same logic here. You have to take into account the recoil and positioning of gun because cross hair on a player with hip fire will miss because while you think the gun is on them its really to left or right.
